The Air 3S for filming water sports from a safe position. Better camera, better tracking, longer battery, better footage. The HoverAir Aqua for filming yourself in the water. Waterproof, floats, doesn't need a controller, and survives the conditions that would destroy the Air 3S. They're complementary tools for different water scenarios, not direct competitors.
